Add dossier views

The dossier view is empty right now. It should list all dossiers (with search, filter and pagination) and give access to a detailed page with:

• all proposals with their recommendation position & weight if there is one
• all best/worse representatives on the dossier
• links to text/amendments/etc on the EP
